Commercial Washroom Supplies: Consumables, Dispensers and How to Cost Them
Washroom supplies are the highest-frequency reorder category in almost every building, and the category where purchasing decisions are most often made on carton price and then revisited. The numbers that matter are cost per user and refill frequency, and both are set by the dispenser before the consumable.
Start here: the dispenser decides the consumable, not the other way round
Choose the dispenser system first, because it fixes which consumables you can buy for the life of the unit. Then measure consumption per user rather than per site, and price by cost per user rather than cost per carton. Getting this order wrong means replacing dispensers every time you try to reduce consumable cost.
Most sites we are asked to review have a mixture of dispenser systems bought at different times, which means multiple consumable lines, multiple refill types and no ability to compare cost. Consolidating onto fewer systems is usually the largest single saving available in this category.

The pattern is consistent: the dispenser is a one-off purchase that locks in years of consumable spend. That is why the dispenser decision deserves more scrutiny than the consumable decision.

Note the ratio between dispensers and consumables. A lockable twin jumbo holder at A$115 is the most expensive dispenser in this list and is also the one that most reliably reduces servicing calls, because it holds a working roll and a spare. On a busy site it pays for itself in reduced intervention rather than in paper cost.

Urinal screens and mats are consumables with a defined service life, and the two do different jobs: screens are about splash and fragrance, mats are about drain protection and enzymatic breakdown. Sites that use one where the other is needed tend to conclude that “odour products do not work” when the product was addressing the wrong problem.
Costing washroom supplies per user
Carton price tells you very little on its own. To make the comparison properly you need four numbers:
- Consumption per user per day — measured, not assumed. Take a floor or building, count the consumables used over a week, and divide by the number of people.
- Unit cost of the consumable — carton price divided by the number of individual units.
- Refill interval — how often someone has to intervene, which is driven by dispenser capacity.
- Labour rate for a refill — the time to walk to the washroom and change a unit, multiplied by your own rate.
Multiply consumption by unit cost and add the refill labour, and you have cost per user per year. In most buildings, paper and soap are a small fraction of that figure and refill labour is the larger part — which is why moving to a higher-capacity dispenser often beats negotiating a better carton price. How many dispensers a building actually needs
Dispenser count is usually inherited rather than calculated, and it is one of the easier savings to find. The rule we use is based on traffic and distance, not on floor area.
- Toilet roll — one dispenser per cubicle, sized to the traffic on that floor. Twin jumbo units suit floors where a single roll would not last a day.
- Hand towels — one dispenser per basin group, positioned so it is reachable from the basin without dripping across the floor.
- Soap — one dispenser per basin. Sharing a soap dispenser between basins is a common cause of complaints in larger washrooms.
- Odour control — sized to the room volume, not the number of users. A passive unit in a large washroom does very little.
Where a washroom is complaining about running out, the fix is usually capacity rather than frequency — and capacity is set by the dispenser, not by the consumable.
Hand dryers and paper: which to specify
This is one of the few genuine either/or decisions in washroom specification, and it turns on three factors rather than cost alone.

Where a site already has hand dryers installed, adding paper usually increases cost rather than reducing it, because both systems then need servicing. Choose one and commit.

- Where pilferage is a problem, yes. A lockable dispenser addresses it in a way that changing consumables never will, and on high-traffic public sites it is usually the difference between a predictable consumable spend and an unpredictable one.
